I believe this was the last of the "Comix Cards" in Whiz comics.  They were 1/3
of a page, two cards each time featuring Fawcett's characters and appeared in
every issue of Whiz from 79 to 95. GCD has only some of these listed - here is
a list of them all and where they appeared in each book:

79 - Captain Marvel & Captain Midnight (last 1/3 pg of Ibis story)
80 - Golden Arrow & Hoppy the Marvel Bunny (last 1/3 pg of Ibis story)
81 - Mary Marvel & Radar (with 2/3 pg Whippersnappers filler following the
Crime Smasher story)
82 - Ibis & Bulletman/Bulletgirl (last 1/3 pg of Crime Smasher story)
83 - ***DCM scan damaged/comix cards removed*** - maybe ?Crime Smasher with 
?Captain Marvel jr(last 1/3 pg of Captain Marvel story)
84 - Hopalong Cassidy & Nyoka Jungle Firl (with 2/3 pg Whippersnappers filler
